Create councils to monitor law enforcement agencies at each level of authority to prevent the corruption that does exist

We need councils in every area there is law enforcement to ensure the corruption ends, and our systems of authority in this country are held accountable for their actions. These councils need to be non profit, and members paid for their service outside of the system it's self. Wake up america.
