Morning rush hour is a very busy time in all cities throughout the country. Often people are in a hurry to get to work. Those who are retired, often senior citizens, usually have no legitimate reason to drive at that hour. Statistics show that senior citizens do drive much slower in general. Keeping the roads open exclusively for working class people should be highly considered.
