Create a department for military operations other than war

I respectfully urge the Executive Office to consider the formation of a department that is responsible for; deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises.
The Department of Defense is currently too overburdened, and overweight to meet the dynamics of future conflicts involving the self destruction or collapse of failed states. By creating a secondary department much of the fiscal responsibility can be shifted to a bureaucracy of American's who's skills are civil, rather then combative in nature. By doing so the DOD can focus on what it's best at, dazzling kinetic action, taking the fight to enemy.
The DOD's civil failure in the first six months of Operation Iraqi Freedom directly resulted in loss of life. Never again.
