The current relationship between law enforcement agencies and prosecutors creates a conflict of interest.

What must be done is the creation of a department with investigatory and prosecutorial powers, separate from the Department of Justice.

This department's sole directive should be to investigate and prosecute crimes committed by members of the law enforcement community at all levels.

This would correctly balance our adversarial system of justice.
