Create a department that issues multi class licenses for new guns bought (class A, class B, class C) the class a person qualifies for will determan the type of gun a person may buy. Class A being the highest qulification, and class C being the lowest. Issue tests to those who apply for licenses. No government list of gun owners, but an istant background check i.e. A persons criminal record is automatically added to the holders profile, thus determining what class they may qualify for. That, along with tests on (shooting, safty, mintal evaluation) will also determin the type issued.
