Create a digital trade currency to take the place of the USD in online and international trade. In order to reduce fraud

I believe that it is time for the United States to adopt, or create a digital trade currency. The United state should then institute a policy of no fiat currency for fiat currency trades in international banking. I believe that this will help to reduce online fraud as scammers will be forced to declare good to customs. In regards to tangible merchandise, The currency should work on a promise to pay. Payment being withheld until shipping has been confirmed by a credible international shipper. The currency should be accepted by banks as the equivalent of its value in US Dollars. The Money should be anonymous, but also trackable with institutions only accepting payments from credible banking or wallet institutions that have verified, and confirmed the identity, and jurisdiction of users
