Create a disciplinary response for members of Congress in the event of vacillating in the face of an economical disaster

In the event of a potential economic disaster, such as the National debt limit, and the "Fiscal cliff", those who make the decisions as to what to do (Congress) should be held personally responsible for dawdling, dilly dallying, frolicking, and all other varieties of time wasting, that lead to any sort of economical recession, or depression. This disciplinary act could be in the form of; temporarily raised taxes, temporary cut in pay, or any other monetary action deemed reasonable by the U.S. Constitution and the American Supreme Court.

If it affects our pockets, it should affect theirs in such a way.
