create a division of the DOJ to investigate all police shootings and killings of civilians

Created by T.N. on July 22, 2014

Police shooting and killing civilians seems to be on the rise. These police departments cannot investigate themselves due to a major conflict of interest. A division of the DOJ should investigate these incidents and have the final decision as to whether it was justified or not. Additionally, this division will recommend charges to the district attorney.
