Currently, the FTC maintained National Do Not Call Registry excludes organizations making "political solicitations or surveys". While individuals and campaign staff should be free to call voters, many voters feel that pre-recorded phone calls, or RoboCalls, provide little or no value, and would rather not receive them.
The President should direct the FTC to extend the National Do Not Call Registry to cover RoboCalls, or to create a separate registry for individuals to opt out of RoboCalls. Additionally the FTC should consider similar rules for RoboCalls concerning mobile phones and the requirement to identify the calling organization and make it easy to opt out of future calls. If necessary, the FTC should collaborate with the FEC on anything requiring their jurisdiction.
