Create a Domestic Doctors Corps (DDC) to provide medical care in under-served areas and during disasters.

The government would pay for the medical education of the participants in exchange for a period of service in the DDC. The can be based in under-served areas of the country (rural, inner city, etc.) to provide healthcare services normally. In case of disasters, they can be deployed to the disaster areas.

This would reduce the economic barrier to become a doctor, allowing the education of more doctors, provide medical care to under-server areas and provide an "at the ready" team of medical professionals that can be deployed to disaster areas..
