create a domestic military manufacturing requirement

The United States need to be able to completely manufacture any and all supplies needed for a military conflict domestically. Currently we rely on other countries to produce most of our electronics. Our greatest asset during previous World Wars was the ability to manufacture our weapons and supplies domestically. Similarly to our strategic oil reserves, we need to have some way of supplying our military with everything they need in times of war without being dependent on other countries.
