create a Drone Air Traffic Control system to provide flight managment in the U.S. of Manned/Unmanned Drone's.

This petition is to develop like the current FAA Air Traffic Controler system a system for DRONE activity in the U.S.. Using unique DRONE identifiers that can be tracked via DRONE controller (Air Traffic Controller type system).
This would allow for tracking of DRONE activity, logging of over use of lower altatude DRONE activity and provide a safegarde system for the American public.
The controller system would be assigned to provide air control management for larger than home use DRONE's.
Like current air craft managment, pilots are required to file a flight plan and call signs to the FAA. With the push to have both piloted and unpiloted drones in the sky even the military does theater managment of them. Though not a good idea to have the military envolved inside the U.S.
