Create an dual education/apprenticeship program similar to Germany's to address needed job skills and unemploymen

Germany, as well as other European nations have a dual education system that offers apprenticeship programs to their workers for the needed jobs skills of that nation. Currently only trade schools and certifications are offered as alternatives to education. Introducing such a program could reduce overall unemployment. A regulated system in the US could provide low cost labor and training in such trades as Programming, Nursing, Electricians, Trading, and Engineering. Companies could vouch for each others apprentices if one goes under to ensure a support network is always in place. The trades offered could be regulated by the government as to what is allowed to ensure the department of labor's top job skills are met. Such a system could bolster our economy back to an industry based one.
