Create national standardized background checks through the FBI/ATF conducted by local Sheriff departments.
1. Request a firearms permit through local Sheriff
2. FBI/ATF conducts background check, issues approved/denied, denied with findings
3. Recieve a 8 hour training course in firearm safety
4. Recieve National license to purchase firearms and ammunition ( renewable every 3 years)
Identification card will also allow ID holder to carry concealed where legal (states must allow card holders to cross state lines concealed)
Fee's are to pay for the programs background checks and firearm training courses.
Background check to be completed every 3 years to be current with card holders current status.
Minimum age to file for a firearm permit is 18 years old
