Create economic and financial systems which could make it better to realize innovations and intellectual results.

I suppose it is necessary nowadays to create conditions for promoting and realizing ideas, innovations, intellectual results (inventions, designs et cetera).
First of all, in my opinion, creating special economic and financial systems which could help people to improve and realize their ideas, innovations, intellectual results would be an advantage in social and economic life.
Secondly, the systems themselves could naturally and gradually create conditions necessary for the development of people's intellectual activities and realizing their ideas, innovations and other intellectual results.
