U.S. corporations are stockpiling untapped financial reserves that are not being used to create jobs. They are waiting for recovery to happen rather than participating in it. To encourage participation and have U.S. corporations help solve the economic/jobs crisis, rather than be spectators, we must help them create opportunity by granting Federal tax incentives for moving clean, non-domestic manufacturing back to the US soils. This will take money, both theirs and the support of the Feds.
So as to encourage fair economic recovery in each state there would be an equal number of oppty's per state. Corporations would make bid upon oppt'y in their choice of states to bring clean manufacturing and fair paying jobs to populated communities. Citizen committee would grant said # of oppty's.
