Create an educational holiday named "Astronomy Day"

In the 1990's during a blackout in the city of Los Angeles, residents of the city could see the universe around them for the very first time. Stars and even galaxies were visible across the night sky. Today, however, light from cities drowns out the magnificent sight that is the night sky. This is why I want to create a national educational holiday named "National Astronomy Day". National Astronomy day will not only give students in school the opportunity to learn more about the night sky, stars, galaxies, and other spatial phenomena, but for at most 10 minutes in the night, power grids will be shut down and people will be able to see the night sky in all it's glory, given that it is not a cloudy night. Students and even adults will be able to finally see the beauty above.
