Create an effective national child support program.

State child support programs are failing the children they should be helping. The numbers of fathers who are not providing for their children is unacceptable. Good fathers who have fallen on hard times are treated like criminals while deadbeats are going unpunished. In a country where single moms are becoming the norm, something needs to be done! Here is what I propose:
-A federal program that has the same rules & expectations for every family in the USA.
-Nationwide enforcement of support orders.
-Strict punishment for parents who intentionally abandon & refuse to support their children. Immunity for payees who demonstrate real effort.
-Work programs for unemployed payees. How can parents pay support if they cannot find employment? Payees should receive subsidized support while reeducatin
