Create an emergency security alarm system to be installed or available at all public schools and other public buildings.

By executive order initiate a first responder coordination effort to impliment new wireless emergency call systems and/or modify existing fire alarm systems to send emergency security calls directly to police or the appropriate security agency.
Consider modifying the existing emergency fire alarm pull stations to send a security signal as well as call out a destinctive security alarm to alert people of a secuity condition.
This could also be a voice alarm to instruct or deter. It could also allow a 911 operator to instruct or deter over a public address system.
In the past, utility pole fire alarm boxes were mounted next to blue pull boxes to call the police. Maybe it is time to bring back the blue boxes. "the blue box effort"
