Create a Energy Team that includes leaders from the private sector, the DoD, state department and finance to work as one

The department if energy is essentially dysfunctional as it operates in a silo. This too is the case with the state dept, DoD and other related constituencies that could shape an energy policy by working as one. The dependence on fossil fuels which will be with us for years had strategic implications for the DoD, our economy, US foreign relations, the bond market and jobs. So let's get smart and form a team instead of a group or silos that are islands of disconnected data
