Create an enhanced driver's license which could be used in place of background checks for the purchase of firearms.

Create a system of drivers licenses which could have an insignia indicating that you can legally buy a firearm. This would be a simple alternative to background checks. Make them only available to individuals without felonies, which in the case of a felony would have their license revoked and destroyed. They may be reissued a regular license without the proper insignias or markings. There could also be various markings for different things like concealed-carry permits, or class II and class III licenses. Then any individual purchasing a firearm may present their license in place of undergoing a federal background check.
