A government department dedicated to computer security separate from existing agencies whose purpose is to defend the US and its business and civilian population from attack by means of electronic coding on computer devices. This agency would track, collect information, and compile a data driven repository of known vulnerabilities, calculate and devise counter-attacks and defense mechanisms to protect people, businesses, and institutions from these attacks independent of the origin of the attack.
This agency would feed information to military and civilian agencies to shorten response times to threats and attacks. The agency would employ technical personnel capable of deploying vulnerability testing of known exploits, and formulating defense scenarios to test unknown vulnerabilities.
