Custodial Parent is penalized systematically losing benefits to marry non custodial Parent, also Child Penalized as well loses benefits of welfare support from state, and having both parents in child's daily life and home if both parents marry. The current custodial law promotes divorce, and to not marry for sake of welfare benefits for both custodial parent and child.
Also,encourages wrongful use of welfare benefits for drugs, generations of continued welfare babies to continue the benefits of different fathers. 50% of Accrued Child Support and Birthing cost of those receiving state custodial welfare support would deter many issues systematically rewarding single parenting, and penalizing non custodial parent and child.
