Create an Executive Order forcing all those petitioning for secession to retake a basic civics class.

This petition is to simply allow those that think the Executive Branch is able to allow states to withdraw from the United States a better education about the workings of government before they attempt to start one of their own. I would also request within the petition that an area of the country be set aside for those that wish secession so they can govern themselves under the condition that the new country be called the Republic of the Emotionally Stunted.
That seems fair.
