That all such positions are not subject to inheritance rights and cannot be passed from person to person; like Joe Biden wanted to do with his Senate seat and Judge Raymond Means wants to do with his judicial seat.
Any and all elected government positions when vacated by retirement, death or other reason must be placed on the ballot for voters to make a choice.
