Create an executive order that says NASA does not get funding until they are audited and SSI and SSA COLA increased

We the people are asking the President of the U.S. to reconsider this nonsense of a space elevator because it is wasteful spending of tax dollars when those dollars can be used to pay out social security that is much needed and needed to be increased by way of the COLA every year. So we the people are asking you to make an executive order to delay wasteful spending that NASA tends to do to prolong their projects such as space flights, the elevator and anything else that they want for a while say until they are audited for their budget practices until 2020 and use that money that would be used for NASA for the social security budget.
