Currently, there are no exit controls for prevention of international parental kidnapping. As a result, parents who kidnap children to countries who are not signatories to Hague Convention, do not have to return the children back to the United States.
This petition is for the government to consider the serious risk to the children and the left behind party and institute controls
1.Create a non-departure fly list for United States citizens who are potential child abductors.
2.Potential child abductor parents, whether US Citizens or US residents or aliens, their DNA should be submitted into CODIS as standard procedures. DNA profile to remain in CODIS until child attains 18 or emancipated.
