This will be a U.S. civic duty, recruited in much the same way that jury pools are created.. seven to sixty days for each citizen officer. driving either rented or privately owned vehicles; the c.o. (citizen officer) would do nothing different than their daily activities.. any contact with officers would be gauged and the ultimate possibility is prison for the most severe civil\legal infraction.
The corruption within police departments is not a localized problem delegated to the major cities. This is a nation wide problem and needs to be addressed as such. Since officers work for the people they should be policed by the people not by themselves.
The creation of this type of civil defense would spurn a new industry. No one should be above the law. Liberty Should be Blind, not partial.
