Instead use a system based on capital and a companies need for assistance getting established. Enforce a strict graduation program based on growth and duration in program, not ability to maintain the maximum allowed and work the system. Save Taxpayers money by eliminating the Project Minority Goals and Create Strict Company Wide Diversity Goals to enable Contractors to get the best price in areas that have few Disadvantaged companies available and obtain more participation on project with greater interest and availability by DBEs.
