Create fairness in child support laws for non-custodial parents so that the children, and not the prison system, benefit

Having been a single divorced parent with two small children, one sickly, to care for I can understand the challenges of single parenting. However, child support laws presently operate, they benefit no one. Especially the children. Far too many non-custodial parents are routinely sent to jails and prisons who are simply out of work, or who have difficulty finding work because they have a jail or prison record. Many sent to prison and jails have physical and even mental disabilities. The children do not benefit when a non-custodial parent is sent to prison. Only the local jails and private prison do. The child and custodial parent are still going without financial support. And now the parent with a criminal record will have even more difficulty finding a job. So who wins? Prisons & jails?
