Create the Family "2 Cents" Heritage Act: Allow citizens to Vote w/Taxes; Families retain funds for Family Education/Biz

Every law abiding American family pays taxes. With social security/retirements in jeopardy, & taxes, college costs, and inflation always increasing, families can vote to retain a "2 cents" heritage fund to applied towards a family nest egg aggregated for the future to pay for a child's education, a small business effort, or a person can vote their 2 cents to a gov program. It is a "vote with your money" way of telling government where the citizens want their money to go. This could be a way for government to re-vamp taxation, and allow the people's vote to be heard for their own future, which is the future of America anyway you cut it (or spend it). Moneys never spent, can be interest bearing, and transferred through generations. It keeps a monetary base, and allows institutions to play!
