Create a federal agency to mimic the German government's Mobipro-EU program, matching unemployed with jobs across the US

In the European Union there is a program where the German government keeps track of employment in varying industries and labels those where job shortages exist as "bottleneck" industries. After that, across the entire EU young people may sign up, show valid proof of their past unemployment and must be accepted for a position in the necessary field. The German government then pays for language courses, job training for vocational work (if necessary) and transportation fees. A program like this in the US would help move families with skills from overpopulated areas to lesser populated regions where they can build a more substantive life and continue being a properly functioning member of our nation. Not to mention the program pays for itself by bringing people back into the workforce.
