Create a federal alternative for poor Americans whose states did not elect to expand Medicaid coverage under the ACA

In over 20 states that have not yet elected to expand Medicaid under the Affordable Care Act, Americans with incomes at or below the poverty level are excluded from all federal health care subsidy under the ACA. Too many of the poorest amongst us are still suffering and dying in absence of affordable health care. Therefore, we respectfully request the Obama Administration to create a federal health care alternative for those Americans living at or below the poverty level who are still suffering for want of affordable health care in states that have not expanded Medicaid. Alternatively, would the Obama Administration at least offer the federal marketplace subsidies available to those at 101 percent of poverty level to all those living at 100 percent and below.
