Animal rights laws vary state to state. We need to have a federal law which protects animals (house-hold pets, animals in factory farms, and wildlife) from abuse and neglect. Those found abusing animals or hunting out of season (in the case of wild animals subjected to legal hunting practices) need to be prosecuted for their crimes. Once a law is enacted, there needs to be adequate money given to states to rigidly enforcement these laws. This is a win-win proposition: Acting on our values by doing the right thing and providing jobs!
