A Federal Civil Marriage Act would be the legal, binding contract between two people who wish to enter into the state of marriage, regardless of race, gender, or citizenship status. This contract would be the legal basis for "marriage" under all of the civil laws, rights, and privileges conveyed by our Federal, State, and Local governments.
Civil Marriages would be the basis for all legal marriages in the United States and would be entered into by securing a Marriage License from the local Registrar of Deeds, who would then sign and witness the Federal Civil Marriage Contract three days later.
The religion-based Rite of Marriage would be recognized as a ritual performed by married couples as they wished, but it would not be legally recognized as a Civil Marriage under our laws
