There should be a Federally created and supported Act that requires any changes proposed to the Constitution or Bill of Rights be approved by a majority of popular vote and not by any government body (Congress, Senate, ect). Creation of any laws that infringe upon the Constitution, it's current Amendments and/or the Bill of Rights must also be approved by a majority of the popular vote and not by any government body or appointed group. These are more than documents and they belong to the people of the United Stated of America and not to the Government.
