Currently only California, Connecticut, Hawaii, Iowa, Main, Massachusetts, Michigan, New York, Oregon, and Vermont require container deposits. Create Federal Container deposit legislation (CDL) to require all states to have a 10 cent container deposit on beverages. Cover handling costs with unclaimed deposit revenues. This will create numerous job opportunities, reduce landfilling/incineration, and preserve limited resources.
