Create a Federal Database, record all deaths of civilians caused by actions of police officers, viewable by the public.

Currently there is no requirement for Police Departments to keep track of or report on the number of persons killed by police on or off duty. To allow for transparency of police actions for the citizens they protect, and to allow Federal Law enforcement to be aware of patterns and trends, a Federal database should be created, and all US police departments should be mandated to record the details of deaths of civilians directly caused by the actions of police.

Accountability and Transparency are the first requirements for Justice.
