Create federal executive orders to better govern the appropriate usage of the domestic military nonlethal weapons in U.S

This is a petition to request the Obama administration to re-examine the present way that the domestic military intelligence community uses its nonlethal weapons against law-abiding American citizens without court orders and proper authorization to conduct lawful investigations and electronic acts of harassments. Nonlethal devices/weapons are to only be used when in combat or to prevent negative social upheaval,such as terrorism. In America, 3.4 million people over 18 years old are victims of organized stalking/ unauthorized spying; 35.8 % are stalked with an electronic listening device, and 9.7% are stalked with global positioning technologies. Nonlethal weapons can cause potential internal organ damage, blindness, eye injuries, nausea, vomiting, memory lose diseases, and sudden deaths.
