Create a federal gun buyback program as a means to reduce the number of guns in circulation.

As a way to reduce the number of guns in circulation, the federal government should institute a federal gun buy back program. There should be at least one federal office in each state for people to turn in their guns and people should be paid different amounts for shotguns, handguns, high capacity magazines and should be paid a premium for assault rifles. In conjunction with an assault weapons ban this would greatly reduce and eventually phase out assault weapons on the street. The federal government should also work with state and local law enforcement agencies to pay people for guns turned in those agencies. The guns and magazines turned in should be destroyed so that there is no chance of them being recirculated.
