Federal Firearm Owner License:
A federal government-issued photo ID card (including picture, address, and unique serial number) that would be issued to qualified citizens and residents meeting certain requirements. Card would expire 2 years after issue and be renewed (similar in structure to a drivers license).
FFOL would be required to be shown during ANY firearms purchase, either at a dealer. In a private sale a standard bill-of-sale form would record the FFOL of both buyer and seller.
Requirements: Must pass an FBI criminal background check, must take a 4-hour class on firearms safety and competency (including a practical shooting test), and must pass a mental health screening.
The license makes it possible for you to purchase a firearm, in addition to existing background checks.
