Citizens could choose to donate to this fund throughout the year via any means normally used for giving money to the federal government. Additionally, a line could be inserted on the federal tax return form stating something on the order of, "I choose to donate X number of dollars to the Federal Infrastructure Fund." If necessary, the federal government could give a tax credit to encourage donation to the fund. However, no federal budget allocations would be made into this fund.
This fund would be used to repair and renovate aging, decrepit federal civilian infrastructure, especially in transportation - highways, bridges, roads, tunnels, ports, etc. Similar funds on a state or local level would be state or local priorities. Federal funds could be disbursed based on immediacy of need
