Create a federal law for mandatory spaying/neutering of companion animals.

It is estimated that 3-4 million animals in shelters are euthanized each year. It is a tragic number, not to mention the millions of dollars it costs to taxpayers. I propose legislation to enforce mandatory spaying/neutering of all companion animals with exemption to pets whose veterinarian advises against it due to health issues. Some of the money saved from having less shelter animals could then be used for discounted/free spay/neuter programs for low-income families. Taxpayers spend 1 billion dollars per year to pick up, house, and euthanize shelter animals. If everyone spayed/neutered, we would save millions of animals and millions of dollars. Every shelter could be a no-kill shelter!
