Create a Federal Law Prohibiting the Death Penalty in all states since it is against the Declaration of Independence.

As you may know the Declaration of Independence states that certain rights can't be taken away from citizens- “LIFE, liberty, and the pursuit of happiness.” The state governments are taking away that right from many people. It doesn't matter if they are criminals, they are citizens to this country so therefore they should not be purposely killed by the government.
