Create a federal law to raise the legal age to receive a Tattoo to 25.

I believe the legal age to receive a tattoo should be raised to 25. There are a large number of people ruining their life when they turn 18 and rushing out to get a tattoo, often times that compulsive decision results in them not being able to get a job.
