create a federal law that says a dog found to be vicious must be evaluated for rehabilitation before being euthanized

As owners/advocates of dogs everywhere we feel that a judge ordering a dog found to be "vicious" in court to be euthanized without a chance at rehabilitation is wrong in many ways. Left to local jurisdictions most judges do not consider various circumstances or past behavioral history of individual dogs. And too many animals that could be rehabilitated are wrongfully euthanized as a result. Please do our furry friends a favor and make it federal law that before a judge can order a dog to be killed the dog must first be evaluated for possible rehabilitation by someone licensed in that field.
