Sometimes things happen to parents. When we have parents who are not able to care for their own children and facing the risk of out of home placement, they should be given the opportunity to identify relatives to plan for and provide safety, care, nurture, and supervision for their children.

The goal "must" be to support stability and continuity that creates strong healthy families.

Children should not have to end up in county systems. This should not be the priority.

Children should only be placed in homes outside of the biological family structures if no qualified blood family members are able to foster or adopt the children. These children are better adjusted in their personal lives, community, school, and the world.
