Petition signatures must be registered voters of the state and Fifteen percent of the registered voters from that state must sign the petition. Our government has enough to deal with without creating more unnecessary work. Currently, anyone, anywhere, whom can generate a following of twenty five thousand is capable of creating controversy for any state that is quite possibly not representative of the constituents of that state.
