please create a federal level firearm license that allows interstate carry. It makes no sense that a person that has been deemed capable to carry on their person in one state is prevented from doing so in another. I also propose that very strict requirements be placed on this license to obtain it. Some of these might include a top level background check of applicant and mental health evaluation.
