To create federal loan for solar panel purchase and installation expense for residential homes to be repaid over 10 years based on a share of revenue received from the local utility for power production.
This loan program will generate revenue for the government in the long term. This program would drive green job creation. A rate of return in excess of the expense of a bond issuance would be expected.
This program could also be applied to the business sector.
